All games to be played in accordance to England Netball rules and the following Exeter & District League Rules
AFFILIATIONS
1. (a) All clubs/teams MUST have completed their online affiliation and have paid their fees to England Netball by the 30th September 2009. Failure to have paid your fees by this date will result in your netball club/team being excluded from the Exeter & District Netball League.
(b) Any additional players that you wish to affiliate throughout the season will have to be done by yourselves online the same as original club/team members, you will also have to forward fees due direct to England Netball. Failure to have paid the fees for these players within one (1) week of affiliation will result in your team losing any points won in any matches that these players have taken part in and incur a fine of £15.00
(c) Club/teams must inform the League Secretary of any additional player that you affiliate prior to them playing.
(d) Club squad rules:- See Appendix 1
All teams must be affiliated to the East
Devon County Netball Association.
No team may call upon or play unaffiliated players.
FIXTURES
2. Matches must be played on the date shown on the Fixture List with the following exceptions:
(a) Games cancelled due to severe weather will be re-arranged by the Fixtures Secretary, who will notify the teams involved in writing giving them 4 weeks notice of the new fixture date. This date is NOT NEGOTIABLE and if a team is unable to comply with this date the re-arranged match will be forfeited and that team fined £10.00
(b) Games to be replayed due to bad weather/team cancellation may in exceptional circumstances have to be played on a different night to a teams usual playing night and with less than 4 weeks notice, but this will only be done in consultation with the teams involved.
(c) A team will be able to cancel ONE (1) league match in any season (Sept-April) only, giving at least one months notice. These matches will be re-arranged by the Fixtures Secretary. A fine of £10.00 will be imposed on the cancelling team to cover the cost of court hire etc..
(d) If a team has to cancel a game at short notice it will be fined £25.00. The League will retain the cost of the court hire and arrange for the balance to go to the opposing team as they have paid league reg., fees to play a set amount of games.
However in exceptional circumstances and
with a written explanation sent to the League Secretary within a week of the
date the game should have be played, a re-arranged match may be considered. In
all other circumstances the game will not be replayed. Messages left on
answer phones or mobiles are unacceptable, ensure you speak to persons
involved!!
UMPIRING
3. (a) In all Divisions each team must supply umpires for matches when indicated on their fixture list, one of whom must be qualified.
(b) If an unqualified umpire is being provided they must have:
1. Attended a ‘C’ Award Course
2. Been ASSESSED by the league or county umpiring Secretary.
(c) If only one umpire is provided for a game a fine of £15.00 will be imposed on the team in question and they will have 5 points deducted.
(d) If a team fails to provide a qualified umpire (although they may have provided 2 unqualified umpires) a fine of £25.00 will be imposed on the team in question and they will have 10 points deducted, as the game should not proceed without a qualified umpire.
(e) If a team fails to provide any umpires a fine of £25.00 will be imposed on the team in question and they will have 10 points deducted.
(f) It may on occasions be necessary for the qualified umpires to move from games they were assigned to another game. This will only take place with the approval of teams involved.
(g) If umpires are more that 5 minutes late, they will be fined £5.00 – notification of this can be added on the result sheet.
(h) If a spare umpire has started to cover a game for a late umpire, they are entitled to continue officiating that whole game.
Teams may call upon the Panel of Umpires to assist them for a fee of £12.00 per umpire, plus expenses, to be paid at the time – See Appendix 4
PLAYING TIME
4. a) In accordance with England Netball rules, teams and umpires must be ready to start play at the time stated on the Fixtures List (note: 5 players constitute a team). Any team which is more than 5 minutes late will forfeit the match and be fined £15.00 plus the cost of the court hire and the opposing team’s expenses. If a team is ready to play within the given limit of 5 minutes, the match will be played and the interval reduced.
b) Each match should be four periods of 15 minutes duration, with maximum intervals of 3 minutes at quarter and three quarter time and 5 minutes at half time. Umpires shall not affect the timing of the second game of the evening if the first match has run late.
5. (a) Talented Player ruling – See Appendix 5
(b) Players cannot play for more than two teams in any one season. They can leave one team and play for another, but they cannot play for their original team again.
(c) When a space is created by a team not re-entering the league that space cannot be taken by another team merely stepping into that space other than agreed by the League’s committee.
(d) Transfers may not take place within four weeks of the end of the season (the last playing date on the fixture list determines the end of the season). Teams in default of this rule will lose all the points for the game(s) in which the ineligible player took part.
6. Teams must send at least one member to represent them at League meetings or be fined £8.00, even if apologies have been sent.
7. Captains of the winning teams are responsible for sending results to the Results Secretary within one week of the match being played. If not a fine of £8.00 will be imposed. Emailed results will not be accepted.
8. Each team captain is responsible for sending a completed Team Sheet to the League Secretary within one week of the game being played. Failure to do so will result in a £8.00 fine being incurred.
9. (a) Teams have the right of appeal to the League’s committee against any fines imposed. The decision of the committee is final
(b) All fines should be paid within one (1) month of fine being sent. An extra £2 per week will be added after this time period to all outstanding fines.
(c) Any fines outstanding may be paid at the AGM. Entry into the League of any individual player/team/club who was affiliated to the team/club that incurred the original fine will be liable to pay a proportion of that fine before their entry into the league will be accepted. The amount payable will be set by the committee and their decision will be final.
10. 10 points will be awarded for a win, 5 for a draw, 4 for scoring within 5 goals of the opponents total, 3 for scoring over 50% of the opponents goals and 2 points for a loss. In the event of a tie for division winners, promotion or relegation places, final positions will be decided by goal difference. When deciding league positions, the score of the tying teams against defaulting teams will be deleted in every case, including goal difference.
11. Individual members of the League must be 14 years of age and over as of 1st September. Teams using players under 18 must refer to the league’s U18 Players Policy – See Appendix 2
12. (a) Any qualified umpire may report a participant to the League Committee if they feel the behaviour of the participant to have been unacceptable and detrimental to the game of netball. This includes players/teams/coaches and spectators.
(b) Teams can also make a complaint to the League Committee about an opposing team on the same basis as above.
(c) Complaints about the standard of umpiring of a particular game can be referred to the League Committee.
(d) In exceptional cases the League may consider suspending a team/player for unacceptable behaviour/play – such decisions only to be taken at a full meeting of the League.
(e) All clubs/teams that enter the league must sign and agree to abide by the league’s Code of Conduct and Discipline Policy – See Appendix 3 & 3A
All the above must be made in writing to the League Secretary within one week of the match being played.
13. The League registration fee will be £135.00 This is not refundable if a team withdraw from the League under any circumstances.
